The Matajur (1645 meters above sea level) is a tough climb. From Kobarid (235 meters above sea level), follow the little road along the Nadiza river and then climb from the south side to the Rifugio Guglielmo Pelizzo. A road rides up here and it would be possible to manage this section with a shuttle. You will have to push your bike up to the summit, but this section is largely doable with an e-mountain bike.
